I notice with some regret what is contained in paragraph 16 of the letter that the masters, because insufficiently paid, have been driven to seek outside work and that such extra labour must be more or less detrimental both to legitimate work in College, and to health.
I have been unable to discover any authority in virtue of which this outside work is resorted to, but the system which, I believe, exists at the Public Schools in England of Masters taking pupils, is apparently followed here.
I should not see any strong objections - although I am not prepared to say that there are none - to masters employed by Government undertaking ...
